A character sheet is the page a table keeps in front of them: who the character is, the numbers used in play, and a short description. A maker is the form that turns those fields into a page you can print or save.
This page does that for the identity block. You type a name, an ancestry, a class and level, six ability scores, a background name, and appearance. The card renders here and downloads as one US Letter PDF. It does not install an app, and it does not ask you to sign in.
It does not build a full rules character. There is no hit point total, no spell list, no skills, and no equipment. Write those elsewhere, or add a line to appearance if you want them on this page. The labels follow the fifth-edition sheet: Strength, Dexterity, Constitution, Intelligence, Wisdom, and Charisma.
